I feel like being clickbaited with this topic title. What the heck is Batpay? haha- just kidding

You may try Cryptopay, although it is located in UK but it can be used worldwide if I remember it correctly. I do not recommend it though, you need to do your own further research if you are interested with it because I'm not using any bitcoin debit card. One more site provide bitcoin debit card that you may check is uquid.
I did try to make some order of their card but after a year of confirmed shipment of it,the card didnt able to reach up my destination.  Grin

Wirex is supposedly on its way to the USA. I'm not sure if I'd describe them as reliable, but they've been around for long enough. There's no date on when it's going to arrive.

For now at least the Bitpay card works for expenditure on card. You can't use it for ATM cash outs. If that's your sole use then there'll be cheaper non debit card options.

The sad thing is Cryptopay is only available in Russia.
Despite quite high fees, it supports multiple currencies.
Bitpay is convenient and you only have to pass some documents to pursue with your card request.
I just don't know if it's true that is not accepting any cash transactions since last month.

Shift card from Coinbase is no longer working, so that leaves you with Paycent.com as the only option.

I would still suggest using exchanges (P2P with individuals or services) for cashing out your bitcoins though as these credit card providers tend to have their ups and downs when it comes to crypto so you shouldn't rely on them on the long run.

He is looking for an alternative for BitPay's debit card and not the payment processor itself.
