Every member will come up with his or own view but this is a question I think only the owner can rightly answer. It is his vision that he wants to carry forward with the forum.

Specifically dedicated the position on the above corner at the right of the forum for a slogan, in which describe mission and vision of Bitcointalk forum.
Why not?

A ANN topic might be un-necessary, but a slogan is good, I think.

Previously someone asked here what's our mission on this forum which is a wrong question. Yeah this forum has mission and it's not so hard to understand. See the posts from the very begining, there were some people on this forum who were discussing around bitcoin, anouncement was made on this forum and aim was to unite everyone interested in bitcoin. You can ask questions around mining, blockchain, bitcoin core and so on, you will get answer in any bitcoin/blockchain and altcoin related questions. Not only that, this forum unites famous people too, where to promote service? This place is great idea, just see, everyone started from ANN thread on this forum, just see bitmain, cexio, also ANN thread of famous altcoind were made here. This forum is gate in crypto world.

I suggest theymos to create a new topic, that specifically desribe forum's mission, then pin it in Meta board. Such a pin topic on forum's mission will make lot of sense for newcomers.
I don't think by creating a new topic which describe the forum's missions will not make any changes to activities in the forum. If it can change (some) members activities I guess it just going on for short-term.

The OP raised a big question for the forum.
In fact, as LoyceV pinpointed out in previous post, theymos mentioned about it in 2017.
However, it is un-official statement on the forum's mission.

I suggest theymos to create a new topic, that specifically desribe forum's mission, then pin it in Meta board.
Such a pin topic on forum's mission will make lot of sense for new comers.

Iasenko quoted a post from theymos. It fits this topic:

bitcointalk.org is not a normal for-profit company. Even if banning iamnotback somehow stopped all future ad revenue, he would still be banned, since his rule-breaking is disrupting the forum's mission of hosting free discussion of Bitcoin and related topics. (As explained above, "free discussion" is not "unmoderated discussion".) Similarly, I would welcome effective competition from decentralized forums, and I would be thrilled to be able to shut down bitcointalk.org in favor of a better-in-all-ways decentralized alternative. But although decentralized forums have existed for a long time (eg. Freenet's FMS is almost exactly what iamnotback keeps describing, and has existed since before Bitcoin), they have unfortunately not been widely used since the era of the semi-decentralized Usenet system, mainly due to vastly inferior usability.

Vision: To enlighten mankind about crypto.

Mission: Engagement in the forum on all members like sharing information, ideas, innovation and more analysis.

Core Values: Not evident if it is implemented on the first place. This forum been out of values because of those scammers, spammers, shitposters and all trollers roam around the forum.

It's just a place to hang out and discuss a wide range of things.
Which is just about as good a motto as anything, so why not make it official?

More or less.  If you read the written rules of bitcointalk, I think profanity is technically not allowed but isn't ever moderated.  And I would not go so far as to claim this forum has "no censorship" because there are certain things which aren't allowed in posts, like pornography or anything illegal, plus people are allowed to self-moderate their threads and censor whatever they wish.  Note:  I'm not complaining about any of this.  Bitcointalk is one of only a handful of forums I've come across where you can basically say what you want without fear of getting banned or having your posts deleted.  I've seen posts made here that would get deleted in a heartbeat on other forums.

OP wants a mission statement for the forum, basically, but I've never seen one.  It's just a place to hang out and discuss a wide range of things.  I'd agree that promoting bitcoin was likely one of the goals early on, though it's become much more than that since bitcointalk was founded.  I hate to use the overused word "decentralized", but that's sort of how the forum is--the members provide the topics and administration stays out of it for the most part, and most sections not only aren't overly-moderated but the exact opposite is true in a lot of cases.  The lunatics run the asylum, while the hospital staff are locked in the break room drinking whiskey and smoking reefer.

Others had talk about the forum for cryptocurrency discussions

Who does 'Others' refer to? Do you mean people in general? I don't really understand what is your confusion in this since this forum is all (or mostly) about cryptocurrencies and their discussions. Have you really surfed the forum yet? Thoroughly? I assume you didn't, otherwise THIS question would've automatically been answered if you did that.

and earning profit by any form of.bounty hunting

That is an optional/additional thing and isn't something the forum was fundamentally created for. As soon as the forum became too populated, it started to attract advertisers, and those bounties/campaigns are the results of that.

and even sometimes scamming other users.

That is a shameful act, but not a way of earning. Bad things exist, not only in this forum, but everywhere you go.

But does forum has mission, vision or and core values?

The mission/vision is to provide information to everyone about Bitcoin or cryptocurrencies in general, and the purpose is served very well, if someone have the ability to absorb it. Otherwise, if someone is not interested in learning, he would find it to be useless.

Do we have an approach to grow users here in the forum and spreading positivities about cryprocurrency? Just asking..

What kind of an approach do you expect? Do you want theymos to record motivational speeches and broadcast them in the forum in order to spread positivity and grow the users?  Roll Eyes  Tongue
We don't need anything else. The ones who really reaches the forum for the purpose of learning about cryptocurrencies in general would not require any approach, but would adapt the things and would stay around to get even more, and the ones who find the forum to be only a source of income would never really care about anything else that exists in here. So we are all good, I guess.
