Of course anyone can, but that does mean that it should be tolerated. For example, when someone tries to impersonate another user then we usually deal with it by leaving them a negative rating. The only difference here is that the user is not directly impersonating one user. It would be similar to writing "DT member" without trying to actually impersonate a single one by using the *same* username. Impersonating as a forum staff is an offense. but the way he add those personal text, only a newbie will fall for his trick.
people are still finding more ways to take advantage and scammed someone. so always be vigilant when dealing with someone online.
