So Parity bug made it so 500 000+ ETH have been locked and many blocks of ETH blockchain now stacked on top of it. Millions and millions of dollars stuck. Ok, that happens, now what is the solution? Hardfork you say. But hardfork means changes will be made in existing blockchain. It's fine in current ETH blockchain, but if there was Casper that makes validators finalize every 100th block in Ether this sort of issue would be unresolvable, since hardfork will mean at least 1/3 of validators (lkely all of them) will lose their deposits as a result of hadfork (inevitable appearance of invalid blocks under validator's approved block will trigger slashing conditions for them).
