Yes, it has, it was made by cyrus one of the admins here, you can see it here Bitcointalk Party - Discord server, but i don't know if the invite link still working. The server is still active btw.

Why? Isn't spam on this forum enough of a job for the mods to deal with?

Can you explain what benefits a discord server will provide that this forum doesn't? ~~There isn't one~~ (there actually is ) and doubt there is a need for another one to be created especially by the mods. They put in enough "efforts" to keep this forum clean.
