I have never seen that message, instead few months ago, when the forum suffered from a DDoS attack (ref: https://bitcointalksearch.org/topic/ddos-1010342 and more), I can't even access the forum. I can only see a twitter message about the forum is being attacked.
No, it does not. I think I know why it happened today but can't say for sure unless theymos makes a public statement. Scheduled downtime is pretty rare on this forum and nothing to be worried about.
I have noticed on a few other threads of the Forum, there have been complaints abut the site bing down. The warning window was quite a short period of time, and that banner is usually filld with th ebitcoin core versions and torents with downloads and links to the bitcoin website itself. Obviously, people skip past that banner and so there probably needs to be a better warning system put in place for important announcements such as that.
Yes the forum's back now! Nothing on the twitter feed or anyhing. At least Thymos warned us, granted, it was ony about half an hour before the server was takne offline could have done with more time!
The forum wasn't working today for 20 minutes or more i think and just came online now.

Someone noticed it and posted about it before me
and no didn't see this happened before Maybe it is related to the bot spam? New captcha or other measures?
Can't remember that sort of message either, though this forum has been hacked before and has gone down as a result. Kind of sucks when that happens.
I've been on the site for a couple of years and can't remember this happening before, so no this doesn't happen very often.
