Yes, the person with the private key for DGC account should be able to recover them, but Bter seems quite busy so you might not get the best service from them.

i didnt think it would let you send coins to a non doge wallet

I've sent 740K DOGECoins to a DGC Address by mistake 
I was trying to trade on BTER.com and sent the DOGE to their DGC address. Is it possible to recover them?
The transaction was completed with thousands of confirmations but it is not redeemed yet.
