That is very normal, in my opinion the money is just a joke, because it has no value, the value of it is just to avoid sanctions in the United States, the United States will not allow their citizens to buy the tokens.

Trump issued an executive order on Monday banning US citizens from buying the cryptocurrency of Venezuela, as part of a movement to pressure the government of President Nicolas Maduro. The order also says that Maduro tried to use Petro to avoid US sanctions against Venezuela.
