What does this have to do with the forum... I ask because it appears the alt coin discussion spam seems to be spilling over.

Please move this to beginners and help or altcoin discussion, or just lock it and trash it. You can post in one of a 1000 other threads, along the same lines.

Treat all ICOs as a potential scam, this way you ate always aware of the risks.
Consider the up and downsides.
It's best to go for projects supported by an already established and verifiable infrastructure.
Do your research and invest sparingly if at all in ICOs.

We see many ICO being distributed now, and some even run ICO projects.

Maybe I still feel doubt because of bad news about ICO.
In your opinion, if the ICO is not registered on the market, is it fraud if not registered on the market?

Maybe this can be a lesson for all of us, so we are not affected by some ICOs who have roamed everywhere and who are not registered in the market.

. Well like the cryptocurrency is decentralized and it's not understand regulations of any board. So there is nothing like registering on the market (probably you meant listing on an exchange) they are over 80% scam icos around even when the list on an exchange it is not a guarantee that it is a good ico most ico listed actual dumps to dust.  Well you can only be cautious although you can't be 100% correct about an ico but a good and professional look at the white paper and also the team behind the project and who are already invested in it.
