This page has a guide, just buy 1 resistor. If it doesn't work with 1 - try 3. Works perfectly fine here.
That works only on older cards which have DVI-I outputs. There are no pins where to connect those resistors in DVI-D connector of R9 290 because it is digital only.

Hi, I'm the guy who sold that dummy plug from the link. It was one of the first dummy plugs I made for myself and just sold one remaining to see if it goes. Then I made 30 more DVI-D and 20 HDMI plugs with more serious construction and sold them in less than a week with no more parts left. Now I received a LOT more parts and factory made PCBs so I can make much more of them. I sell DVI-D ones too. But personally, I like HDMI plugs much more as they are a lot smaller and better construction. Basically both types are the same except the connector used and board layout. I'm looking for the same thing , and came across the same results as yours.
i have 13 miners running Tri-X's and it's such a pain , because not only they need the dummy to bootup, but also they require the monitor when the mining is getting started !!!
i talked to a guy who produces some modified hardware equipments for us , he told me that he can build up some for me , but not 13 that i need .
he needs an order of at least 50pcs ,  so basically if there is enough interest it's possible.
he asked for 15$ for each dummy .
if anyone has a better solution please speak up.

Hi all,

I just got my self 2 R9 290 TRI-X to run perfectly on a asRock z77 Extreme3. After doing all the configs, I want to run it headless.

For some reason, the PC will not boot unless a monitor is plugged in and as you know, r9 290s don't accept DVI-A. So no resistor dummy mod.

I saw this on ebay
