It doesn't mean it is a scam. How can it be a scam when they are not asking for anything? You only give the personal info that you ok with giving. It is not like you have to register with KYC is something silly.
I wish the OP would make the site in English though. I can't understand why English is not an option. We also need more info about the site and more incentive to register. Right now I don't see anything special so I won't register. If the OP had a better post explaining things better I would be much more inclined to register.

How can you tell the site is a scam? Its depends upon the owner of the site.
Regarding the script, anyone can buy this script from script selling sites if you have 100 bucks. Its a well known script.
