Some are actually legitimate sales. Obviously use due diligence and only consider trusted members. Note that they charge much higher prices than exchanges and other sites (to cover fees and turn a profit).
DON’T ever buy a loaded paper wallet (or unloaded paper wallet that you plan to self-fund) off of eBay. You can’t trust the seller with the private keys.

and ebay and paypal will not help you get your money back because you are buying digital goods

I’ll take this as you were speaking from experience? I would think a company like eBay but it always is very protective of buyers will not let this sort of scams happen. With the Feedback system the way it is on eBay  getting a negative can be very damaging to your reputation and sales ability. So if you were to buy crypto currency on eBay be sure to look for fires with a long History of positive feedback. Also maybe some start with smaller transactions if you’re not comfortable with the seller just yet. Scammers are everywhere, but just like any other site need to be careful who you’re dealing with.

It's when a coin's value soars wildly and people's minds are lost and confused in the frenzy of trading and dreams of cashing in big that scammers find a window of opportunity to extract money from the naive few, or rather, many.

It is important to use a trusted escrow or mediator when dealing with anything with value. Scammers will do and say anything to steal coins but this can be effectively avoided by using an escrow system. Because of the protection offered by escrow, scammers hate it and will say anything ("what's escrow? never used it so i don't trust it") to avoid it.

Don't buy or sell coins from a platform like eBay. You are fully exposed to the risk of losing your money. There is no protection whatsoever.
