There are 3 ip click limits for 1 link.

That's really not new, I see 60% shortlinks use plus sign when writing views count
Ex- clicksfly, tokenfly, etc
but what does it mean?
if i allow 4 per ip will it count only 3?
does any ip HAVE to pass 3 times before it is counted?
it just confuses me. is it placed there to trick shortner users have people pass them more then are getting actually paid?
