All these troubles date back to the agreement between Egypt and Israel. As per the agreement, North Sinai is supposed to be a demilitarized zone. So the Egyptian presence is limited there, and they can't use heavy weapons. The various Negev Bedouin tribes who live there has taken the maximum advantage out of this, and have engaged in anarchy and all sort of crimes such as human trafficking and weapon smuggling.
