Thank you all about your replies. I found a solution and as many times is a silly windows one. That is, I moved the executable which I downloaded from microsoft site somewhere else e.g. in another folder and worked. So, I confirm that after KB2999226 Windows update applied last version of electrum is Ok. After that, there is no reason for any other answers and I wiil lock the topic in order to be kept cleaned.

From what I've read here, reinstalling Visual Studio 2015 redistributable could fix this. Direct link for VS2015 Redist: https://www.microsoft.com/en-in/download/details.aspx?id=48145

Thank you @mocacinno I forgot to mention that before posting I had already tried the above solution without a result because OS complained with error message  "This update is not applicable to your computer" so I have to find a solution about that first. If I cannot find one, I don't know if is a good option to download the missing library and installed it manually in the directory stopping windows to complain about that

a quote from the first hit:

There's a requirement mentioned on the download's page of Electrum "Note: Some old versions of Windows might need to install the KB2999226 Windows update." Do you have this update installed on your Windows 7 machine?

If not, you can download it manually from Microsoft's website - https://www.microsoft.com/en-us/download/details.aspx?id=49077 and install it. This should probably fix the universal C runtime issue that you're seeing there.

Electrum's installer should've installed the python library for windows by default. It could be that the above error prevented it from completing the installation?

Edit: Can confirm that installing the KB will fix the missing Python.dll issue as well. Reference: https://github.com/spesmilo/electrum/issues/3171

After a long time of inactivity using an old version of electrum, a year ago, I downloaded the new one from electrum.org and I tried run it using all available ways (portable, standalone, windows executable). Trying to run it I faced these problems https://ibb.co/VvRZf33 and hitting OK https://ibb.co/r267NVk. All times before I hadn't any problem with electrum using same OS, that is, Win7 Sp1. I would appreciate any help.
