1. Which version of Electrum are you using? The latest version is Electrum-3.3.4
2. Are you sure that you have typed the correct seed?

While looking for answers, you can check your wallet address in a block explorer like https://www.blockchain.com/explorer to see if your balance is there.
Yes that is the only way to prove what is really wrong with the wallet, if truly you have the eight key to the wallet that have the 0.02 bitcoin is outh to have seen the credit balance on the recovered using the private key. Just use the block explore and see what really wrong and get back here.

Problem is , i forgot my password but i still have my seed. So i went over the help site on electrum , and i followed the steps to create a new wallet with the same seed.
I did everything , i created the same wallet but the ammount of 0.02 wasnt there.
So basically i created /reopened the same wallet , but the btc are missing. Can someone enlight me? or help me out.

It depends how old your wallet was. You can try to check in the page where you add the seed, in options, Bip39. Then in a next step you'll be able to select your wallet type.
If your old wallets have started with 1, select legacy, if they started with 3 then go for p2sh-segwit.

I've imported seeds into  Electrum twice without any problems
it was pre-bitcoincash fork so I did choose the legacy option and it worked fine for me
I uninstalled the old wallet, reinstalled Electrum and chose "I already have a seed"  
my funds appeared
if you have your seed , you should be fine , just try any other wallet if you cannot make Electrum work

This what I found while searching answer to your question.
If you ever imported private keys into electrum. They CANNOT be restored from the seed and if you don't have a digital copy of the wallet. They are lost forever.
have you done it?

you can't both have a seed for your electrum wallet (OP said he has the seed) and also import private keys, the wallet is designed in a way that it simply doesn't allow you to do that for exactly this reason that people lose access!

Hello ,

i created a wallet on electrum , i send an amount of 0.02 btc , shortly after the btc showed on the left bottom edge on my wallet.
everything is good until here , now i wanted to pay something from this wallet , but to complete the payment i had to write my password .
Problem is , i forgot my password but i still have my seed. So i went over the help site on electrum , and i followed the steps to create a new wallet with the same seed.
