The program will only allow you to send without fees provided your coins fulfill certain criteria like for instance the age and transaction size.

you can change the transaction fee to any amount you want including 0 fee, but the problem is Electrum don't let you send it and it gives you error!

I just tried on Electrum, and it seems that I'm able to change the minimum fee to 0. But I won't use it cause it'll make my transaction take forever to get confirmed. 0.0001BTC fee is the best setting, it's just worth $0.02273.
