I assume you are trying to say that you use the same phone to view the QR code and you are not looking at it on a PC or laptop, is that it?
You can make a screenshot of the QR code and scan the picture through the the QR scanner.

AFAIK you should be able to scan a QR code even if you use a mobile phone, unless your phone doesn't have a camera. Unless I misunderstood what you mean by 'mobile'.

Where do you plan to purchase something?

If you're planning to buy a product or something from a store online that accept bitcoin when checking there is a new page will pop up.
This is what it looks like


For bitpay this is what it looks like


Just scan the QR code or copy the address under the payment checkout is the bitcoin address of the seller.
After 3 to 5 confirmation the checkout page will shows "This invoice has been paid" or just "Paid".


If you are dealing with someone here in the forum follow the AdolfinWolf's suggestion but don't forget to use escrow for safety deal because there are many scammers out there.

Recently transferred my coins to the electrum wallet. What do I need to do to make a purchase?

What exactly do you mean by "Make a purchase"? You simply copy the adress + amount stated on the invoice of the merchant, and send it...?

(That is if you're using a 3rd party payment processor. With P2P you simply ask the user for the amount and the adress? Same way like you would make normal non-crypto payments = Ask for someone's IBAN + Amount of $.)
