The proxy tab isn't enabled thus it's not the main issue at least.
Are you sure that it's unchecked before selecting a server, Yes?
Maybe it's a problem with your internet connection, firewall or network-related issues; is this connection issue only happens with Electrum?

You seem to be using the same server as in the previous screenshot. I just tried it and my Electrum doesn't synchronize with it (btc.smsys.me with port 995).

Uncheck "Select server automatically", right-click a different server, "Use Server", click "Close"; That's it. Keep the checkbox unchecked.

Try selecting the server electrumx.ddns.net - I just tried and it synchronizes (as of now).

I tried all the servers manually - nothing.

Can someone tell me a working Proxy?

Also do post a screenshot of the proxy tab if switching servers doesn't work.

Lucius suggested that you un-check the Select server automatically option but from your screenshot you didn't do that. Un-check the option and select a server manually from the list.

Problems with sync can also be because your antivirus / firewall is blocking Electrum, so check that if there is no luck with server changing. Did you use Electrum before 3.3.4, maybe some files get corrupted during update?

Previously, everything worked fine. Now wallet dont connect any servers.

Can you check if there is an expetion on your firewall (Windows 7) for Electrum?

I think i need VPN, or proxy. But how to use it?

Go to %appdata%/Electrum and delete the blockchain_headers file. Then, rerun Electrum and wait a few minutes for it to synchronize. See if that fixes it.

Also, is your Windows 7 up to date? Can you check for new updates on Windows Update?
