With electrum , latest version as long as you have fee slider adjusted to be in the far right as in the picture below, average time should be for the first confirmation between 10-30 minutes, but today I did a few transactions with it and both 1st confirmations were on with 5 minutes. Electrum is my day to day wallet as I use HW.1 for long term storage.

Yeah, it all depends on the fee that is used and how quickly the miners are able to find blocks to include your transaction in. A higher fee encourages the miners to include yours before they include other transactions. They pick the transactions that are most profitable for them first usually.

Electrum doesn't have anything to do with the confirmation of coins being received from Coinbase ( as long as it is properly synced ). If you are sending coins out from Electrum, you can control the fee and thus how long it takes for transactions to confirm. I'd recommend using the dynamic fee slider feature which allows you to control how soon you wish for a confirm to occur.

I just got off the phone with Bovada and they informed me that it usually takes seconds for sending bitcoin from coinbase to the electrum wallet... it's been well over 20 minutes and the funds still say unconfirmed..

Is this unusual?

no it's normal. you really should have learned how bitcoin works before using it. transactions take an average of 10 minutes for a single confirmation. i don't know what threshold of confirmations electrum deems fit but generally speaking 6 confirmations (60 minutes on average) is considered sufficient for a transaction to be deemed irreversible.

Yep. A transaction takes seconds to be sent, however the time it takes to confirm is variable, based on the fee sent. Don't worry, if the service you are using knows what they are doing, the transaction should be confirmed by now.

just be warned even paying a higher fee does not guarantee it being in the next block

just be warned even paying a higher fee does not magically make blocks get solved any faster

just be warned electrum servers may have issues at times(not synced) so best to also check other explorersand/or servers to be sure if the tx has confirmed or not.

FTFY.

@OP, can you post a transaction ID so we can take a look?

There is nothing surprising to see transaction being unconfirmed for 20 minute or even more. Yes it will take few seconds to send bitcoin but it may take 10 minute or longer time depending upon transaction fee you have included to get confirmation. If you can post your transaction id we can help you to figure out how much time it may take to get confirmed.

Get your txid and check your transaction. That's best answer for you at this time. In this day i make a transaction with 0.0005 for fees and just take below 30 minutes.

You should put your miner fee to normal fee or above. For faster confirmation, you should put it to priority.
The bigger the fee, the better. So if dont want to wait for long time. You should increase the miner fee.
I usually put the miner in normal rates and it takes around 20 minutes or more to confirm.

Transactions take seconds to propagate, if the fee is sufficient for the minimum relay fee and the transaction is considered standard by majority of the nodes. Transactions can take longer confirm depending on the frequency of the block, miner's preference, fees/kb. Whats your transaction?
