The mempool is around 135 sat/vbyte for now, but this do fluctuate all the time and will be reduced, especially during weekends, just leave it for 50 sat/vbyte, it will later be confirmed.

I checked the transaction, it was only [10 sat/byte, 42.20mb]

I increased it to [rbf, 50.3 sat/b, .98mb]

i hope this gets in moving

In 4.09 is there a way to RBF the transaction to get it unstuck?
Check settings, you will see replace-by-fee, it should be ON. But, that does not matter now, what matters is to know if RBF is on before making the transaction. Check blockchair.com to know if the transaction support RBF. Or, click on the unconfirmed transaction, check if you can pump it or not.

How much fees did you pay? You should be looking at about 30 to 40 satoshis/byte for it to be confirmed within a reasonable period of time. You can try to right click and see if you're able to bump fee to get a replacement transaction sent with a higher fee.

Low fee makes it not confirmed in time, replace-by-fee is on by default in electrum, it will be good to also check if the transaction supports replace-by-fee. You can increase the fee or just wait till weekend when the mempool will be less congested.

More than four days ago I paid a vendor with BTC from my electrum wallet 4.09.   

When it came to the fees slider I slide it around, hit send, it said it was not enough.  Put the slider to the middle and hit send and it said it sent.

Now three days later there are no confirmations and Im looking for what might be going on and determined where is the BTC? 

is the confirmation network bogged down?

any help would be greatly appreciated.
