I'm really perplexed... I can't see how my friend would have made a mistake, or worse, be dishonest, but I'm starting to question those even though they seem unlikely.
Having said that... Blockcypher noted something slightly unusual about your transaction:
-snip-
Did you try to "cancel" this transaction in Electrum or something? ???
This was the transaction: 6dd153b11b3dbd65543768c8760b435fe92dabf0bfa896e532b06b3b5c2e0aab
Looks like he have used "increase fee" since the outputs were the same.

@JH16 that's not an issue by the way.

Which is fine... as long as the person you're dealing with is actually using a wallet that allows them to sign messages.

There are a lot of wallets that simply don't provide this functionality. Additionally, if you're trying to promote the use of SegWit, this becomes more difficult given the lack of standards around signing nested SegWit (which a lot of wallets use instead of bech32 for #compatibilityReasons).

Also, a lot of newbies default to using things like exchanges and/or other web-based services as their "wallet" Undecided

What do you do if someone can't sign an address? do you just refuse to deal with them? Huh

This may seem a little over the top but when I deal with anybody that I am convinced is a newbie I have them "sign" the receiving address so I am sure they have the private keys to the address.

BTC address signing is easy and it really protects your newbie encounters from doing something stupid and then they blame YOU for the mistake.

Use some simple quote like:

________________________________

Steve, this address XXXXXXXXXXXXXXXXXXXXXXXXX is mine and its safe to send to.

_________________________________

They simply sign it (you know what signing here means?) and you can verify the BTC sig in seconds.  Now you know they have full control over that address.  I cannot tell you how much heartache you can save from something this simple.  My .02

If your friend has a clipboard virus, it could have easily changed the address if they copy/pasted it to you. If they're using a "scam" wallet, it could have given them a fake address which they gave to you.

How can I further troubleshoot this and get to the bottom of it? Ideally resolve it... It's not my first issue in the last few months with bitcoin transfers so starting to clock up a really annoying amount ! Getting very frustrating. Downloaded Electrum to try avoid exactly this kinda of issue..
As long as the address you were given to send funds to was "3DTjFxbN1k8sFi5ro65sdYKSh1QauThzYw", and the amount to send was supposed to be "0.015 BTC" then you did everything correctly and the problem is at the receiver's end, not yours.

Having said that... Blockcypher noted something slightly unusual about your transaction:

You really can't.
The transaction you sent is confirmed.
The recipient address is 3DTjFxbN1k8sFi5ro65sdYKSh1QauThzYw.

If this is the address he gave you, you did your part. The coins were sent and received. For everything else, your "friend" is responsible.

Blockchain transactions are irreversible.

Your friend gave you the wrong address? There is nothing he can do.

What you are saying is the same as
-"Transfer me some money. My account number is 123456"
-"Ok, done"
-"Oh sorry, my account number is actually 654321"

Whose fault is that? Who should try to troubleshoot?

But, as I said, there is still a possibility: Your friend is using a shitful wallet which is not syncing. He may still receive his funds.

Is he using a wallet or an exchange?? This is an important question I think.

As for you, I would just tell your friend this:
Your money is where you told me to send. You can check here: https://blockstream.info/tx/4ebbddc16281d9c12cbaa7bfcf83346a45e9ab27224a3f292a44403d321cf2ec

You could get to know what happened but it's impossible to "resolve" it (if it's about getting back the funds).

Start by looking for some archived conversation between you and your "friend" and check for the address that he's given you.
Compare the address to the transaction output's address, make sure to check all of the characters because some clipboard hijacking malware/virus has the capability to create vanity address that's similar to the target.

I don't know what kind of issues you had, but it doesn't necessarily always have to be your fault.
Maybe the problem is with the person(s) you are sending the funds to?

4 - Clipboard malware
5 - "Friend" wallet is on a custodial service that has bugs
6 - "Friend" is actually a scammer

And I guess that the list can keep growing.
But let's wait for some answers, else we may scare OP when it may not be the case.

This is the transaction, right? 4ebbddc16281d9c12cbaa7bfcf83346a45e9ab27224a3f292a44403d321cf2ec

Which wallet is your friend using? The address you sent the coins to (3DTjFxbN1k8sFi5ro65sdYKSh1QauThzYw) already spent the coins along with a lot of other inputs, totalizating 8.67548471 BTC, so it appers to be owned by an exchange or custodial web wallet.

If this is his address, then he received the coins. If he doesn't see it, he should probably contact the wallet/exchange support (assuming that's the service he is using).

Latest version of Electrum. Downloaded this week. Transfer went through 9 hours ago - recap of main info below... Transferred to my friend's wallet who's saying that it isn't reflecting on their side at all, even as unconfirmed. What could have happened? What can I do to resolve?

Status: 57 confirmations
Date: 2020-11-24 01:55
Amount sent: 15. mBTC
Fee: 0.1718 mBTC  ( 46.4 sat/byte )

Size: 370 bytes
Replace by fee: False
LockTime: 658390 (height)
At block height: 658392

There 2 options that I can think of:
1-Your friend gave you the wrong address , and there is nothing you can do.

2- his wallet is not syncing  , very common issue.

What wallet is he using? How did he generate his address?
A good solution would be to ask your friend to download electrum and import his wallet from his old seed. Electrum is the best wallet out there.

Can you post the tx id so people can take a look on a blockchain explorer?
The first thing to do is to check the transaction: if it's really confirmed, where was it sent to. Then maybe recheck (with your friend?) if the recipient of those funds is the expected address and it is part of the friend's wallet.
