I think I will have to try this option because I have been having problem installing and running the v3.06 all it does is to tell me something is missing from my computer "api-ms-win-crt-math-l1-1-0.dll" I have tried downloading from the internet but the same thing is still going on. And thereafter the Phython stuff. Would like to know if any other person have faced the same issue and how do you go about it?
Sounds like your Universal C Runtime and/or the VC++ redistributable packages are not installed correctly...

If you have already got to the "Python35.dll" error, try this first: https://www.microsoft.com/en-us/download/details.aspx?id=48234
You may also want to consider installing the VC++ redist packages as well: https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads (Try the 2015 one first, if that doesn't fix it, try the 2017 one)

I downloaded the 3.0.6 version. That version does NOT function on my laptop w/OS Vista. Nor does it work on my HP laptop w/OS Windows 8.1
If you are getting error messages about "Python35.dll", you need to install the KB2999226 update for your OS. You can read and download the appropriate package from here: https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows

They have packages for Vista, 7, 8 and 8.1 in both x86 (32bit) and x64 (64bit) flavours.

I recently updated electrum wallet on my laptop which uses windows 7. There is a security problem with older version of electrum so try to update. I have a similar strange problem with my spare laptop. It does not recognise captcha input so I cannot access any site that requires completing a captcha for access.

I recommend you to use windows 10 for that or linux. There should be no problem on windows 10 so you can give a try with it.
If I translate correct from the Electrum website correctly. Did it indicate that if I must use an older version than 3.0.6 that it would be ok, as long
as when I use it, that I am offline, and as long as I have some type of password associated with it???
Dont use the version older than 3.0.5. See this thread for more info about older electrum version

All version of electrum lower than 3.0.6 have some vulnerabilities so it is better to use the latest one. I am able to install/run the latest version of electrum (3.0.6) in my old laptop with a windows 7 OS without any problem, they have linux, windows, android, OSX version so it should work with older windows OS too. Try to update your OS (if possible) with the KB2999226 Windows update that is stated on their website download page, which is required to do if you use older windows OS. But the best thing to do is just install windows 10 because older windows versions don't have any system updates anymore which means that the security is not that strong.

I have successfully installed 3.0.6 on two old systems running Windows 7.

I suggest you read some of the threads in the Electrum subforum here for solutions to getting it running on old OSes.
