... So now its today, 11/22/17 and i figure out i want to go ahead and import my private keys into Electrum. I opened a new wallet, I find online how to extract them using an offline tool. I had to do this because Multibit HD uses Bip32, Electrum uses Bip39....
This is where you went wrong. You did NOT have to use the offline tool. You can import your MultiBitHD wallet directly into Electrum using your 12 word mnemonic phrase...

File -> New\Restore -> I already have a seed -> Enter MultiBitHD seed, click options, select BIP39 -> set the derivation path as m/0'

I suspect the reason your current balance is off, is that you failed to export your "change address" private keys. Did you set the "offline" tool to use an "External/Internal" value of 1 to generate "change address" private keys?

But the differences you imported your wallet from multibit hd to electrum..
This is i think bug since you are just sending $60 in bitcoin..  You seen sending a large amount from your imported wallet in electrum but in HD wallet is fine?
Can you try to re import it with low version of electrum wallet and maybe it can be fix your issue ..  try to download electrum 2.9.2 its stable wallet for me https://download.electrum.org/
And update us if you fix your issue or not..

Give as the address where the bitcoin from before you send? i'll try to import as watch only if it will display well..

So a month ago i realize the BTC wallet i am using is no longer being supported by its developers. I was using Multibit HD 0.5.1. I searched for a replacement wallet and decided on Electrum. I went ahead and sent $1.00 worth of coin to the new wallet to confirm everything was going to go as planned. The block was not confirmed for several days because it said LOW FEE in Electrum. Well in shortly after that i sent another $60 worth of btc to the new wallet just to double check everything. That also took 2 days to confirm. So now its today, 11/22/17 and i figure out i want to go ahead and import my private keys into Electrum. I opened a new wallet, I find online how to extract them using an offline tool. I had to do this because Multibit HD uses Bip32, Electrum uses Bip39. So after I import the correct keys and start the wallet, all the transactions from my Multibit HD show up, so i was pretty happy until i noticed the balance was off by about .16597262  . BTC on the new wallet i created. The last transaction i made was the $60 I haven't tried to send any BTC out of either of these two new wallets, do i need to do anything different with since the one wallet has BTC from an import?

So in short: I have two electrum wallets, one with a new seed, one with imported keys, and one original Multibit HD wallet.

The last transaction from my Multibit wallet was for 0.01020000 including fees.
The Multibit HD shows the correct amount sent and the correct BTC balance in the wallet.
The new Electrum wallet after importing keys shows that transaction as sending .17998667
The new Electrum wallet i sent it to shows receiving 0.0100000
