Back in 2014-2016 I had a lot of my cloud mining payouts go to a single address in my Electrum wallet. I recently loaded up my old windows xp computer, and it took some time for Electrum to load, but my 0.386 balance of BTC was there as expected.
I wanted to transfer all of it into another wallet. When I tried to do that did that, it seemed like the fee was high (I think it came to around $90). I was using an older Electrum client from 2014 (I think it was 1.9.x). So I figured since it was an older wallet, maybe the fees were off? Or maybe something could go wrong if I try to send the BTC to another wallet.
So I loaded up the latest version of Electrum on my newest Windows 10 PC, and I still had the unlock keys from my wallet. It took a very long time to load up, but eventually it did. As I went to send "Max", it would only allow me to send .25 BTC. Over .1 BTC in fees seems a bit high I thought.

I have 395 transactions on that account Does that effect anything?
All of the transaction history is confirmed with green check marks, with the last one being from January 2016.
Also, electrum always takes a long time to load, no matter which PC. And the first few times when I restored it, it seemed like it loaded up too early, and when I hit MAX to send, the first time, it was at 0.21 BTC. This seemed odd to me, so I kept restarting it and the highest I can get now is the .25.
Thoughts and suggestions on what I can do? I assumed I would be able to send at least .38 to another wallet, but it seems that I won't be able to and i'll be stuck with .25 out of .38 BTC
Can you send me your addresses/public key and I can see if I can build a cheap transaction that should cost you a bit less and still get confirmed within a few days. (Though I can estimate the time, I cannot guarantee it).
