Another option from what is being mentioned is that you should be able to create a raw transaction using electrum and then submit it to the network using an online service, of which you have many free options. If you are selling all your BTC and don’t care about accessing your wallet again, this is probably the fastest and safest solution for you.

-----Thank you very much. So I need to go to the official site, download the newest version for my PC (Windows). The new version will be set up on the top of the old one with all content intact?
Yes. If you want to be extra sure, you can store a wallet file backup by going to File>Save Backup and that'll allow you to save a backup of your wallet file to a directory.
And about seed. I have seed version. But could you hint me where I can check it again just in case?
Bottom right. There should be a tiny icon that looks like a germinated seed. Click on it and it should show you your seed.

IIRC, some won't connect to older versions as well.
Anything prior to 3.3 (as in OP's case) will not connect at all: https://twitter.com/ElectrumWallet/status/1106479573917724672

Download new one (the lastest version) and import the seed phrase into the new downloaded version.
This shouldn't be necessary. Although I would never update/upgrade a wallet if for some reason you didn't have access to your seed phrase just in case, when you upgrade Electrum it shouldn't affect your wallet files and your old wallet should open without issue in the new version of Electrum.

The version support mnemonic (seed phrase), if you know their is nothing wrong with the connection then you will need to upgrade to the latest version. Download new one (the lastest version) and import the seed phrase into the new downloaded version.

Never download electrum from app stores because of fake ones, make use of electrum.org for the download and make sure you verify the signature.

Certain Electrum versions are vulnerable to the phishing attacks for which the attackers will display an error message to prompt the user to upgrade. Developers has executed a DOS attack against the older clients to prevent this. IIRC, some won't connect to older versions as well.

Go to Electrum.org and download a newer version. Be aware of the Google phishing attacks and always verify your download. Don't trust any message within the client that forces you to upgrade, they will redirect you to a phishing website for you to download a malicious client.

I am using Electrum Wallet 3.03 and I am sending my BTC to the exchange and it says "server does not answer"
Although connection is right and green light icon is active and I was able to get a fee calculated.
What is wrong and how it can be fixed please?
Thank you.
