If you have the seed, you can safely proceed to uninstall the program and then delete every traces of the config file. If need to, export the private key and keep it safe in case the version of electrum has issue with your windows installation. Then, look under yourcomputername/appdata/roaming/electrum and delete everything there is on that folder. But first you will need to enable "show hidden file" function. Reinstall electrum to check if that helps. Else if still facing the same problem, you can still export the private key to other wallet program.

the darn thing just wont open, double clicking, right clicking and selecting open, openeing from the source in program files. nothing, i get the little trying to open symbol for a few seconds but then nothing. what should my next step be?

i'm on windows 8, and i have my password and seed words written down on paper.
