Windows XP is no longer supported by Microsoft and most of the wallets don't give support for it either. It has been reported that versions above 2.5 don't work on XP : https://bitcointalksearch.org/topic/electrum-264-on-xp-1508685
Its suggested to either try lower versions (not much) or simply upgrade your operating system .

Saw this on a GitHub post, not sure if it's gonna help or not but it might, solved a similar issue. But before you attempt to use it, have you tried running Electrum as an administrator?
