Last thing that I've heard Elon doing was planning to launch solar bitcoin mining project with Jack Dorsey. I think he's more concentrated on making money than ending the war and that starlink gift was made after the Ukrainians had asked for it, so as far as I know it was a response, not Musk's idea.
Could billionaires stop this war? I'm sure they could. It would actually be a great investment for companies to strike deals with Ukraine so that they'd supply them with equipment and mercenaries needed to win the war, but in return got contracts for another x years to rebuild the country's infrastructure and army. Russia is broke, a few rich people could turn the tide here.

It goes without saying that Elon is quite a controversial CEO and has fast become a household name synonymous with the likes of Chanel, Gucci and the rest.
Spreading his tentacles not just to technology and cryptocurrency but it seems he is favoring politics as well.
Ever since the Russians invaded Ukraine in February, he has put it upon himself to support the Ukrainians in areas electricity and also sent his Starlink terminals to enable those bombarded to still have access to the Internet and has been benevolent enough to still pay Tesla workers who were conscripted in the war.
Elon recently brought up an idea to end the invasion of Russia on Ukraine by challenging the Russian president, Vladimir Putin to a duel and should he lose, he'd pack up and leave Ukraine alone.
That sounds quite outrageous and a tall order seeing as he has no previous history with fighting except where he broke a disc in his spine and Putin has 19 years on him.
Can he be able to achieve this feat or is this one of many  means to trend? https://www.thestreet.com/search
