It's a rather wide scope and it's unclear what projects they have to accomplish those goals. My takeaway from the article was that this EBS would make it easier for Filipinos to top-up their Abra wallets since the cash in options really is limited - a large portion of the population is unbanked.

I'm assuming EBS accomplish this by offering cash ins in partner stores, like how network providers in the country enabled money transfer in small mom-and-pop stores.
