I have tried to increase the fee but i can't sign my transaction. At the transaction the status show unsigned, i try to look for a place to sign but i cannot find any. Is it because i increase once before? and also i put a tick at final? Huh

sorry about that, that's a bug. it should show a sign button.
I just realized about it this morning, and it will be fixed in the next version.

i try using the way you advice me but when i open the new wallet the wallet history is empty. I also try to search around to to find a place to sign the transaction. but end result is still the same. no place to sign the transaction. I also try to re download the whole program then login my wallet, but the end result also cannot find a place to sign. Is the any other ways to add fund and sign the transaction?

Well, looks like the first tx already got confirmed so it shouldn't matter anymore. But I have that address in a watching only wallet here for a while now and I can see all of its transactions so maybe you got the wrong private key or wasn't connected properly.

you mean keys for all the address in my wallet? the old address i cannot find at my wallet or is it all the address in my current wallet?

You only need the private key of address 16VJGkBYTJwqJuN9wMiUnmKxvYUrnfciLP. Since it have no balance left you should be able to find it under Addresses tab (go to Wallet > Addresses if you don't see it) > Receiving OR Change > Used.

Well that's embarrassing. I tried just now and can't sign too. You have to sign it by importing the keys to a new wallet and increase the fee from there. You can do that from File > New/Restore > Standard wallet > Use public or private keys > Enter your private keys  (you can get the private key of an address by right-clicking on it and choose "Private keys").

How did you increase the fee before again? It's weird that I can't sign but you can do it once.

If you've marked it as final before the "Increase fee" option won't even appear and it won't be marked as replacable anymore.

Looks like you enabled RBF for the first transaction (that's why it's tagged as replacable) and already increased its fee once.
The second transaction spends an input from the first transaction which is still unconfirmed, hence the unconfirmed parent tag.

You can just wait for both transaction to confirm. Or you can increase the fee of the first transaction to 0.00018BTC (can be lower, but this is the recommended fee for 225 byte transaction according to https://bitcoinfees.21.co/) so that it will be confirmed faster, and resend the second transaction. You can increase the fee by right-clicking the transaction and choose "Increase fee".

By the way your transaction fees is a little low. If you don't want this kind of problem again you should increase them by using dynamic fee and leave the slider at the middle (or move it to the right if you want a faster confirmation).

I just started using electrum wallet a few days ago, everything is fine until 4 hours ago, 2 of my outgoing payments are stuck, one of the payment stating Replaceable and the other one stating unconfirmed parent. i have check with a few bitcoin block explorers, one of the block explorer stated Replaceable error is double spend and unconfirmed parent is because of unsettle transaction. What should i do for both of the error message? below is the Tx ID.

Tx:
