I tried boot able USB with both NTFS and FAT32 file system but same error.
When you create a bootable USB stick, you shouldn't have to deal with file system choices. Just write the .ISO to the stick, see these instructions.The file system you need is inside the ISO already, the entire stick will be wiped.

I used balenaEtcher to create Ubuntu boot able USB on another laptop (Mac Book) and that USB worked fine on my laptop for Ubuntu installation. It was my windows OS thats creating problem in creation of boot able ubuntu USB
Just writing this here for any one encountering this problem in future.
