It's a common scam, they get you to dispute and cancel to try secure the stolen funds, just call up PayPal and get it disputed buddy.

Yeah it is seeming more and more like this is a scam. Just trying a last ditch effort to get the btc. The price I bought 11.5 btc for three weeks ago is much less than it is now.

I have since made a few purchases on localbitcoins and had many good experiences.

Just dispute and get your money back and move on, they are no doubt trying to scam you.

Looking for a solution to a trade I did on www.bcchanger.com

I bought 11.5 bitcoins through Paypal, sent payment on 10/20/13 and due to the large purchase I allegedly froze the sellers paypal account. Because the money I sent was not able to be withdrawn from Paypal the seller would not send me the bitcoins.

The seller wants me to start a dispute and cancel the dispute to "unfreeze the account" so he can send the bitcoins. I realize if I start a dispute and cancel and the seller does not release the bitcoins to me I will have been scammed. If he sends coins first, I could dispute the Paypal transfer and he will have been scammed.

I have proposed using an escrow service. Once the coins are in escrow I will submit dispute and cancel on paypal so he has no fears of a chargeback. Once he sees the screenshots of a dispute and dispute cancelation he will have the escrow release the coins.

He already said no to btcrow.com because he feels the dispute guidelines are for transfer of physical goods not currency exchange.

What escrow service can I use?

There are several individuals here on bitcointalk that offer escrow service.  The most trusted in the entire forum is John K., but he can be difficult to contact at times.  Here's a list of escrow providers that are generally considered reliable by some of the bitcointalk users:
