Does Escrow support non-US resident's paypal transactions?

Beware that 95% of all the PayPal trades or trade requests are scams in my opinion. If the profiles are new, then this number goes even to 98 - 99%. So like xetsr has written, never send first and always, but always use escrow, Bitcoin escrow that is.
This. Even if you were to use an escrow service, they cannot prevent a paypal chargeback or help much to dispute it.

Escrow and BTC to PayPal transactions or reverse don't work like that here. Escrow accepts BTC, once confirmed they give the okay to send the PayPal funds. This means escrow only protects the one buying BTC and not the one selling so there is still a possibility of a charge back.

Something to keep in mind when you see a new member, one with less trust, fake trust or a bought account selling BTC for PayPal and asking for funds to be sent first : You sending first doesn't protect them from charge backs. Never send funds first to these members.
