The SEC's page is accepting comments on the new ETF proposal. This time ordered by the Van Fund. But so far, the comments are Derp. They're just making the proposal look stupid. In fact, it leaves the impression that the whole community is.
Please, if you believe you are able to convince the SEC to accept the ETF proposal leave a constructive and well-grounded comment demonstrating a view that perhaps no one else has about Bitcoin technology.

The subject line of your message must include the File Number for the rule. This is the number that begins “S7-” or “SR-”.
If you attach a document, indicate the format or software used (e.g., PDF, Word Perfect, MS Word, ASCII text, etc.) to create the attachment.

OP, can you please elaborate this matter? I am willing to share comments to SEC but what does that file number for the rule means?? Can you please explain for my better understanding?
