As mentioned above, sending from exchange is a bit different since you don't control the wallet and most of the time your withdrawal will be processed in batch with others. In theory it should be cheaper but exchanges will still adjust the fee so they can take more profit from you. Most of the time this is how other chain wd works too in exchange.

i still dont get how eth gas fees work

if i send some eth from coinbase to a metamask adress do i pay gas fee?

if i swap some token on uni i pay gas, ok but is it fixed or a percentage of the amount?
Usually the tx fee from the exchange will fixed, meaning you can not set it because the exchange that regulates it.
Transactions for swap tokens in uni gas fee will follow which means realtime, will change at any time can be cheaper but can be very expensive.
