i also experience it yesterday after i trade my tokens on etherdelta but it got fix and processed after i a few minutes of refreshing the page . i guess this problem occurs because the etherium network is still congested and heavily traffic due to those cryptokitties that is making the headlines hot recently.
affected in the means of what? i sent eth yesterday but it still worked fine after a few minutes of waiting. your transaction will still be safe and okay even if you encounter this error and you will not loose your eth balance.
Just on the etherdelta need to raise the price of gas in the settings. There is a default of 4 and tokens can not reach Question. If I sent some ETH, do you think that is affected? I saw a TX page but when I go to double check, get the same "down" error. Thoughts?

Many experienced it, the likelulity of transaction traffic is very solid until there is over load..

In general, no. etherscan is just explorer for the ETH network. And it's not up.
You could always use alternatives like https://ethplorer.io/ or https://www.etherchain.org/
Maybe theres only a small maintenance that is ongoing on the site, ive encountered it many times before like balances are not showing. It will be fix in a little moment.
