probably not, just try getting a number from a NK person or changing it, there's a lot of software that'll possibly allow you to get a NK- number .
and if you have problems, try a more "decentralized network" like tor i'm not gonna tell you to break any laws but sometimes there's ip restrictions so either find a way to change your ip or use a different net

I can translate it which field is for username/pass, etc. But seems they don't accept my phone number. Is it even possible to register with NON-Korean phone number?
