I think you can but before opening an account you have to know pros and cons about it. By the way, you can get many benefits from it.

Is it possible to open an online euro account in the UK that allows incoming euro swift transfers and outgoing euro sepa transfers?

It will take a lot of paperwork to have that kind of privileges.

barclays will let you have sterling and euro in same account two diff debit cards and costs nothing
Are you referring to the barclays euro account?
Or do you mean I can send euros to my current account and they won't get converted to gbp?

Yes, many banks will allow you to open euro accounts, normally with a monthly fee of approx €10-€15.

They may also charge you to deposit euros in cash. Sometimes you can get a much better rate for euros at a bureau de change and then put them in to your account and it works out better for you.
