Exchanges charging Thousands of Dollars for Listings , end up being scams.
As Cryptopia , Trade Satoshi are cashing out and then exiting with funds for services not rendered.
So their needs to be a new Business Model for Exchanges.
Instead of charging Thousands, which no one is going to pay any more.
People do wise up after being scammed too many times.
Their needs to be an exchange that charges a simple Monthly Fee of only like $10 per coin per month.
Like many explorers do.
Because no one is going to pay thousands any more for exchanges that close a month or two after being paid.
So a $10 service fee model per coin monthly is your best chance.

You got some points though but as SFR said above which this kind of system would give out more opportunity for those scammers on listing out their shit token which other investors would able to buy since its listed.As Cryptopia , Trade Satoshi are cashing out and then exiting with funds for services not rendered.

If there were some strict criterias then its good but i dont see this one to be effective.
Scams would happen no matter what yet we cant even know how to stop specially if plans of exit scam do happens internally or inside job.So its pretty pointless i do say.
