I am a US citizen with a US address (i rent out my apartment but keep a portion for myself and pay electric bills but not water bills) My bank is US but my phone is an Indian phone. I am concerned about having difficulty with any exchange for withdrawing fiat for BTC I purchase. Can anyone advise any exchange that might be reliable for withdrawing fiat?

You may use Bitstamp.

I made already some USD swifts from US to bitstamp and I am not a resident in the US, neither a citizen, just have a bank account there.

You could trade your BTC to Skrill or PayPal on the forums/Paxful and withdraw them to your bank account.

If you're looking for exchanges to do that fast and directly, I found this from Coinbase (probably valid to other exchanges as well):

I'm not sure if that applies to you though, as you can provide a utility bill that proves your residence. Just to be on the safe side, try to give them a call or email them.

You can use sites like LocalBitcoins[1] to sell your BTC for fiat. You can even choose to sell the BTC for Indian rupees if you want to.

If you want to withdraw the funds to your US bank account, then it should be fine even if you're in India. If a certain exchange won't give you access because you're not in the US, probably try using a VPN with a US IP.
