Go to localbitcoins.com and find your local currency for buying rate for PM or Paypal. And that's the rate you'll see is competitive for traders with reputation and volume.
New trader? You're probably going to need to offer even higher to attract any bids.
And if you're wondering why the premium, it's just the added risk for bitcoin seller for that method of payment.
