Declined not because of escrow or not escrow, but for low BL and not verified WMID. As well the skype id of this person was very similar to id of some famous exchange services. All of these sequences made the decision to decline this exchange.
As far is i know, you dindt decline the offer you decline the escrow service.
Always use escrow when dealing with this member.

Since you are Newbie in this forum and because of scamming trend these days here you should also mention that you can accept escrow otherwise i don't think anyone will be going to do an exchange with you till you become trusted here which will take time

Yes that will be excellent if you can accept escrow when the customer needs, because refusing customers for using escrow simply makes you even more suspicious even if you are not a intended scammer.
Refuse escrow, only deal with escrow with this member.
