I remember you have to pay 5BTC for listing to Bittrex but it is not a guarantee inclusion of the new coin.
So after we pay 5 bitcoin, our coins will not enter bittrex?
Does every want to enter the exchanger the developer has to pay?

I have seen a few mentioned before but for the life of me cant remember which ones?

Most of them are that way. There are a few simple hoops to jump through, but without those there are no coins in the first place, things like an explorer, open source code and the like, without those there is no reason to even launch. These days, almsot every exchange can be paid to list. Exchnages need money and they will list any coin if the dev of the coin pays the fee.

I'm not sure but Cryptopia can list coins with listing fee.
Better ask them for correct answer.

I do not think there are centralized exchanges that can list a new coin by simply paying the fee, but I think some decentralized exchanges such as bitshare are the most closer answer.
