Are there any good exchanges which don't have problems to withdraw bitcoins and don't require pic of id card etc?

This does not really go well together.

You either sacrifice some fund security for convenience and anonymity, or the other way around. The best you're going to get to complete anonymity is a) Bittrex, although they sometimes do freeze accounts without verification when you deposit more than $1k in cryptocoins though i've had more than $1k and never had an issue and b) Shapeshift, which is an instant exchanger, but have higher spreads.

You'll find that most anonymous exchanges will have only altcoins, no USD.

If you want to sell/buy fiats without withdrawal issues, use LBC. Safest and most convenient place around, lots of payment methods supported.

Withdrawing from exchange to exchange doesn't require ID verification but expect it to have limited amount.

Thanks. Is this true if i use Poloniex in Level 1? Lots of people there have some kind of withdrawing problems.

This is from Poloniex:

Level 1 Verification
Daily withdrawal limit $2,000 USD equivalent
Margin Trading Enabled

Level 2 Verification
Daily withdrawal limit $25,000   USD equivalent

So I basically don't understand why would people need level 2, excepting the whales.
I am Level 1 and I have made BTC withdraws this week without problems.

It all depends on the amounts you are working with.
For example Poloniex doesn't need verification if you want to withdraw less than 2000 USD / day. I find the limit high enough for normal users..
And although others are crying about Poloniex, I've never had unsolved issues there.

I have never withdrawn in fiat but 2000 dollar a day is really a lot for unverified users, most of other exchanges doesnt have this high limit, there is much less.

I haven't had any issue either but recently there are a lot of issues there about deposit and withdrawals. OP if this doesn't fit your needs then you need to find someone locally to sell the bitcoins.

Withdrawing from exchange to exchange doesn't require ID verification but expect it to have limited amount. Withdrawing from exchange to real money always requires verification. Almost all exchanges are good but sometimes there is a problem in withdrawals because of different reason.

No exchanges who will just allow withdrawals smoothy if they found something unusual.

I can also suggest that you get in contact with your local Bitcoin meetups in your area and then find out who the trusted buyer & sellers are and then start a trade relationship with them. I have met incredible people at these meetups and the regulars are always willing to trade some bitcoins for very reasonable prices. We gather weekly, and I have never had a problem to call them, even after meetings to arrange for a trade over a cup of coffee or at a local pub. ^smile^

Good luck, and stay safe.

Most exchanges are going to require some form of id to comply with aml and kyc laws. The ones that don't are very likely unlicensed  and illegal to use not to mention possibly dodgy. If you don't want to provide ID just go to localbitcoins and try arrange to sell your coins for cash.
