Chances are you'll be disappointed and it won't happen.
Pools don't select their miners according to their IP (as long as their node is close, I can't see a pool refusing hashrate, especially in the volumes you describe). Just as I don't know if any pools would have refused hashrate of Russian origin because of the pretext that there are Western sanctions against their government.

The point of a decentralised currency is that it should be decentralised, and nobody is going to dictate who mines or not within the community. Laws, regimes and governments can act locally, but if corruption gets involved it becomes complicated.
Miners don't ask permission from any authority before plugging in their ASICs, that's managed locally/nationally, but it's not the job of the community behind Bitcoin.

Matter of fact, I am one person who hate corruption but what I am trying to say here is it might not be worth spending your precious time on, especially when the data about energy dedicated to mining is unofficial or claims. I have tried to search up the information about the Bitfury deal, but I can't see anything. Can you help point out the source of information?

Assuming you determine the approximate number of ASICs being used, what's your game plan?

I am from Russia and have heard many stories about how politics works with countries that were in the USSR. Kyrgyzstan buys electricity from Kazakhstan, Turkmenistan and uses electricity for mining. Mining can be developed only in those countries where there is a large shortage of electricity. But in Kazakhstan, private mining was quickly closed.

I have identified at least two companies involved in this clandestine activity: The9, a Chinese company, and Computer Power Center (CPC).
