Yah what you are saying may be true
Basing it from what I see in feedbacks from Reddit and Bitcointalk related to this exchange they don't have anything good to say for the exchange and has been scamming users as early as Feb 2018 so I really wonder why their is a lot of silence going on regarding to this exchange. And why it the site still running until now? It's probably because of the fact that there are still no people coming forward against the exchange and their scam is not well known to others that's why the site is still operational for them. Another thing is that you will see lack of promotions happening from this exchange that is why it's not that popular on these forum or in Reddit and I guess its helping them to still scamming a lot of people.
exx.com or exxvip.com is a scam exchange they delisted BCD coin around May 2019 and they have not opened withdrawals until today 25 November 2019, please stay away from this exchange you might loose your money, there are lot of good exchangers out there..
