I think most cities have very strict rules and regulations on the operation of drones in specific areas. It is not illegal though to fly drones in the night. ... Some laws permits it as far as safety is taken care of, but problems sweeps in when the drones that fly in the air at night are equipped with cameras. The camera can be an object of question – as spying or privacy intrusion is against the law.

Drones don't have, and shouldn't be given, a legal right to fly over private property in defiance of the wishes of the landowners.
The opposite should be true for public parks and open areas that are not situated close to built up areas.

The best application for these Drones, might be to monitor secret sex spots in public areas at night. This will draw the most attention, because sex sells. Just Blur the faces ;-O

Imagine a Blockchain platform/app/website where Surveillance videos are regularly uploaded by Civilians from every part in the World. I think such platform is greatly needed and will be frequented by Journalists, the Media, Investigators, Courts, Police, etc for evidences and useful information.
And why would 'civilians' do that ? Moreover,I failed to understand what is the point of the project ? Your first line should have highlighted it.

Such platform will be specifically made for Drone owners who wish to earn good amount cryptocurrency by flying drones over Flashpoints.
Such Flashpoints can be: Protest zones, ongoing robbery/crime scenes, locations of natural disasters, chaotic traffic locations, hideout for criminals, crowded locations, election spots... etc..
Anyone with a drone can earn by simply going through the Platform/website and search for Flashpoints he/she wishes to visit and film. Flashpoints will be regularly updated & identified with red dots. Newly identified Flashpoints would will be worth lots of coins for potential flyers depending on the location. I would recommend a minimum of $100/hr for every Flashpoint.
Videos from flashpoints could be directly streamed or uploaded later to the site. The value of each videos will depend on the importance of a Flashpoint. All videos deserve good reward though considering how expensive Drones are, the cost of flying them and their risk of being shot down
So this is more like a 'Worldstar-HipHop' platform but for drones and awareness in general.It will be a good way of bringing recorded coverage to notice for the general crowed which media prohibits.People can actually watch the stuff happened instead of relying on the media generated fake news.The risk's of person being shot-down at the crime scene is more probable than their drones being shot down.

Drones with night vision cameras should get more rewards. Infact I would recommend a bigger reward for night flyers.
Using drones have restrictions and the rules are country specific.Your platform goes down if someone records the information which they're not supposed to and leaks it online.For instance,Nuclear Project of country.


Theres should really be a specific target on where these drones would be placed and same as yours I don't really see the point on creating such project.I did able to read up their aims but it wont really work out because restrictions on every country would be entirely different.Some might be really strict when it comes to privacy which this project isn't really applicable to be used of.

I agree with this comment which is actually true. This would entirely violating privacy which people dont really like it. I dont see the decentralized stuff on this matter. This might be helpful into those protest things or robbery but we should not only focus only into that issue since we are almost seeing everything if there are lots of drones hovering into those so-called flashpoints.

Every flashpoint on the Planet is expected to be covered by drones and it would not matter if many Drones are concentrated on single flashpoint,  the owners will still get paid, per IP.  Lots of Drones per Flashpoint would be even be helpful for decentralization. And it'll actually ensure the continuous flying of the drones over a particular Flashpoint incase one or more stop flying until events (like protests, robbery) are over.
