I can’t speak for everyone out there, it all depends on the implementation?
Some changes in ip is only natural, so you can approach it in different ways. I would personally try to avoid unnecessary false positives just because people use more than one device.

+1 to that, but there is more.
Some faucets will cap you if you swap ip. Bots often change ip to trick the faucet, one counter measure is to block that...

Yes, but I think it's not adviced to do that. Personally, sometimes I use public wi-fi connections when I'm in city. I'm sure that in my location nobody else haven't used this IP to claim from faucets. But in other locations like poor countries or big cities I wouldn't suggest to do that, because you can't know history of that IP - maybe it was used for bad things or someone just already used that connection to claim from faucet.
