What is the "fastest" wallet or service out there. Think of those ICOs that are sold in seconds... how to be the first?
you should see the purchase of his token using alt or blockchain? but average ico now accept eth and you can enlarge gas to speed up transaction time. if there are other alt options, you can use dash to participate in ico. for blockchain I think bch is a bit faster than btc, if talking about transaction speed.

Good point. Many ICOs admit only ETH for participation. Bitcoin fees are not adequate for small investors.

If youre participating in icos and you want to recieve your coins after you made an investment on thier project just follow what they will said in order to recieve it fast, like adding custom token, the required gas you will use and etc. You can find it on thier site.

Your question is quite confusing. I don't know if there's an existing "fastest" wallet, most of the wallets are very reactive, convenient and fast when it comes to their service. But the problem goes to the network of each coin that you do transactions.

Bitcoin network is slow and as well as ETH. And regarding on your question on how to be first, do you mean to ask on how to be the first one to join ICO?

You need wallet for which coin or blockchain? If  you are talking about participating in the  ICO which issue ERC-20 tokens, then you can choose from Myetherwallet, Metamask etc. To make your transaction complete faster, check the gas price on https://ethgasstation.info/ and send your ETH with extra gwei. So basically wallet does not matter, the fee matters. The higher fees you send, the faster your transaction confirms.
